When any vehicle, vessel or aircraft has been seized under this Act, the senior officer of sales tax may, at his discretion, temporarily return such vehicle, vessel or aircraft to its owner upon security being furnished to the satisfaction of the senior officer of sales tax that the vehicle, vessel or aircraft shall be surrendered to him upon demand.
